The story of the serial film tells the story of New York mobster Dwight Manfredi - The General (Sylvester Stallone), who, just after serving his 25-year sentence, is released from prison and sent into exile by his boss to organize and execute criminal operations in Tulsa, Oklahoma. Realizing that the mafia family may not wish him well and without knowing anyone in the new area, the General gradually sets about creating a new team of dubious characters with which to build his empire.
